The European Parliament gave final approval to two regulations implementing the EU side of the August 2025 EU-US trade framework. The measures clear the way for the bloc to remove tariffs on all U.S. industrial goods and to grant preferential access for selected U.S. seafood and agricultural products.

A separate regulation extends the EU’s tariff-free treatment for U.S. lobster and expands it to processed lobster. The lobster measure is set to apply retroactively from Aug. 1, 2025.

The main regulation includes a sunset clause ending its application on Dec. 31, 2029, unless further EU legislation extends it. It also requires the European Commission to deliver a comprehensive assessment by June 30, 2029 on effects on EU industry, agriculture, small and medium-sized enterprises, and trade patterns with third countries.

The legislation also includes a safeguard tied to U.S. tariff treatment of EU steel and aluminum derivative products. The Commission may suspend EU tariff preferences if, by Dec. 31, 2026, the United States still applies tariffs above 15% on those products, and it must report by Dec. 1, 2026 on the tariff treatment of the derivatives. More broadly, the Commission is empowered to investigate import increases linked to the preferences and must report regularly on changes in trade volumes and values for covered U.S. exports after the measures enter into force.
